Mandek Consulting is seeking a Cooperative Policy and Legal Expert (Team Leader) for a prospective project aimed at developing and modernizing cooperative frameworks to support inclusive economic growth. The ideal candidate will lead the development of cooperative policies and legal structures that strengthen governance, access to finance, and value addition in key sectors. This role requires experience in legislative drafting, stakeholder engagement, and sector assessments.

Responsibilities:

Lead the development of cooperative policy and legal frameworks.
Conduct legal analysis, policy drafting, and stakeholder consultations.
Coordinate with government agencies, private sector actors, and international partners to ensure alignment with international best practices.
Oversee the project’s assessment and validation processes.

Qualifications:

Master’s degree in Law, Public Policy, or related fields.
10+ years of experience in cooperative policy and legal advisory roles.
Strong background in international cooperative frameworks and legal drafting.
Experience in multi-stakeholder consultations and consensus building.

Skills/Experience

Master’s degree in Law, Public Policy, or related fields.
A specialization in cooperative law or policy would be highly advantageous
10+ years of experience in cooperative policy and legal advisory roles.
Strong background in international cooperative frameworks and legal drafting.

Experience working in Somalia or the Horn of Africa region;
Strong leadership and
team management skills;
Experience in multi-stakeholder consultations and consensus building.
